Options missing from the Programs and Features section in Control Panel in Vista

I recognized that some of the options are missing from the Programs and Features section in Control Panel in Vista. The "tasks" pane in the upper left hand side of the screen is missing an when I right click on any of the applications, I do not get the option to uninstall or make changes, the pop up window is blank. Has anybody seen this before?

PC specs:
Dell XPS 410
OS: Vista Home Premium 32bit

Is this the only window of Contol Panel where the Tasks pane is missing?

How do I upload the screen shot. I am not able to paste anything in the text window neither do I see any options to add attachments

WHS, it seems that way. When I check "Sync Center" and "User Accounts" the tasks pane is there.

You can upload/post sceen shots from here: http://photobucket.com/ You need to register and study it for a moment. But it is real easy. Once you have the pictures loaded, hover/click the last of the 4 options. Then paste that into your HTG posting.

You don't need to register. It's just a simple upload form and then you paste the forum code it shows into a reply.

There is already something wrong with the path of the folder. This is how mine looks. Tried out jd's link in the process.
EDIT: It did not work - will try again.

Hope it works now. It did not like my PNG format picture at first.

Aha, that is better.

If you move the mouse over the Task Pane where the tasks should be do you get a hand cursor and does clicking there do anything? If so it means the tasks are there they just aren't displaying text.
Also if you right click on an application do you get an Uninstall choice?
