Is there a way to open a new tab by default when clicking a link in IE7?

Tools> Internet Options> Tab Settings> Open Links From Other Programs In > A New Tab In The Current Window

This seems to only work when clicking on a link fron another program

You can try IE7Pro at http://www.ie7pro.com/
It's a free addon for Internet Explorer that add many useful options including a few tab related things.
A few things in it you may want:
Adds "Open in new tab" to the context menu of links.
Has option at make links from the address bar, favorites and others open in a new tab by default.

I use it when I use Internet Explorer (I usually use Firefox) mainly for the "Open in new tab" option, adblocker, spell checker and find as you type features.
