on power down, windows saves personal settings

why is it that windows (xp pro) saves personal settings even tho no settings were changed (at least not by me.)

If you recently changed your wallpaper, screensaver, etc, windows is just letting you know it is saving these settings before shutting down.

It is just that it is much easier to program the computer to save the personal settings each time and not have to try to remember, or check to see, if any changes actually were made.
