(Solved) - New Internet Explorer is unresponsive

I recently downloaded a new edition of Internet Explorer 8 for XP. I configured the settings and set it as the default browser. The first time I opened it, it was very slow in loading the default home page, but I expected that since we have a very slow internet connection. It did eventually get there, however. But now, whenever I try to open it, it becomes unresponsive. I'm running Windows XP with Service Pack 2. What's the problem?

These Steps MUST be Followed in Order.

DO NOT SHORTCUT THE PROCESS !!!!
There is a Reason for the Long Process.

0. Install CCleaner. http://www.piriform.com/ccleaner

1. Reboot machine and UN-install IE8.

2. Reboot machine, use ccleaner reg cleaner and defrag drive.

3. Install ALL Updates for XP2 and IE6.

4. Reboot machine, use ccleaner reg cleaner and defrag drive.

5. Install XP Service Pack 3. (Can Use Update Site Also)

6. Reboot machine, use ccleaner reg cleaner and defrag drive.

7. Install ALL Updates for XP3 and IE6.

8. Go back to Update Site many times.

9. Reboot machine, use ccleaner reg cleaner and defrag drive.

10. Install IE8. (Can Use Update Site Also)

11. Reboot machine, use ccleaner reg cleaner and defrag drive.

12. Install ALL Updates for XP3 and IE8.

13. Go back to Update Site many times.

14. Reboot machine, use ccleaner reg cleaner and defrag drive.

15. Configure IE8 as desired.

16. Reboot machine, use ccleaner reg cleaner and defrag drive.
