Need help to fix laptop

I installed a new/used but clean hard drive. Did bios test hard drive good. Loaded recovery disk and after taking forever to run FBI gui manager it will restart and shut down within a few minutes of each other and then sometimes it starts and has a litst if modes to start in like normal and safe. HELP WHAT IS WRONG WITH IT I AM AT THE END OF MY KNOWLEDGE ROPE!

does it succesfully start up? when i say this i mean does windows start up and reach the desktop?

Yes it will reach the desk top stay their for a few minutes and then it starts rebooting. A few times it actually had icons other than start on the desk top. I have been letting it restart and now I have it sitting on the desk top with the only icon is the recylce bin and I have my connect to internet box up but the FBI GUI is running on the taks bar and the key board is not working presently.
