So, I open My Computer, nothing shows up there, can't click on Options or Tools or anything on top, you try to close it and it starts saying NOT RESPONDING. After I open the Task Manager and close it from there, immediately after the folder is closed all my windows / icons on the screen disappear and the only thing I can see is the Wallpaper and my mouse arrow. That's it can't right click or open anything but task manager. What is going on?

Have you waited a sufficiently long time for the not responding situation to be resolved? I would wait at least 5-min before closing the program, Particularly if you see that the disk working light is working.

The icons going away is because the My Computer program is pare of Windows Explorer which is also part of desktop. When you killed it it also kills desktop.

If waiting patiently does not solve it I would run sfc /scannow. Start a Command window and type that in.

Next solution to try is to do a System Restore to a date and time before this began to happen.

System Restore

If you want to do a system restore...

XP: Go to Start->Help and Support. Under Pick a Task click on "Undo changes to your computer with System Restore". Make sure there is a dot in "Restore my computer to an earlier time". Then click Next. Choose a date with a bold number that is before you did what you did. Then click next. Read and click Next again.

Vista , Win 7: There are two places that you can use the system restore feature from. From within Windows, you can just type restore into the Start menu search box, and you’ll immediately see System Restore at the top of the start menu or you can type rstrui into the search box and hit enter. Your choice.

Watch it do it.

If that does not solve it then I would Run a chkdsk on the drive.
