How do i know if my motherboard is compatible with PCI, PCI Express,etc graphics cards. On my dell packaging slip it sais i have a Serial ATA hard drive but i have no idea if that has anything to do with the motherboard.

Well, by looking at the specifications page I found here:

It appears that the only video card expansion options would be for an AGP 8x card, but you might need to open it up and look inside and see how much room you have, because one of the problems with these pre-packaged desktops is sometimes they have an available slot, but don't have a whole lot of room, so you need to make sure the video card you get will fit.
