I've heard about this one before and looked around, but I have found different solutions, none of which seemed to help.
About two days ago I observed the LCD monitor that I have will not turn on after It's gone either to sleep or some energy saving state.
At first I didn't think much about it after I turned on the PC the following day and the monitor did not turn on. The power button was blinking all right, but the screen did not light up. I've installed all the latest drivers for my monitor and video card.
The Solution I found is repeatedly press "reset" until the monitor understands what I'm doing. But that will soon ruin my PC.

I also have this problem with turning the PC off. The thing is that all my fans keep running after I've turned it off. Luckily the HDD's are off so I can just pull the plug or hold the power button for 6 seconds until it turns off.

I'd would start out by telling the computer not to turn off the monitor when it goes into it's sleep state, just push the button yourself when you leave it. As for the fans, do they ever shut off on their own? If they keep running for a minute or two before shutting down then they are just doing their job and cooling things down before they shut down, it also implies that you have some heat issues with your pc. If that is what, in fact, is actually going on with your system, then forcing the shut down is a bad idea as many of the components in a pc are very heat sensitive. If the fans always run and never shut down, then you will need to do some exploration in your systems BIOS as that's where all of the fan setting are.

However the fans ran for 5 hours while I slept. So I doubt they're cooling anything down.
And I don't actually understand any fan settings in BIOS. It doesn't have any actual controls, only the RPM, temperature and general info.
My internal temperature is 38 Centigrade. The hottest thing is my video card which I recently bought (ATI HD4850) which is 50 Centigrade.
I replaced it after my Nvidia 8400 GS card failed (overheated). Perhaps my new card is the culprit?
And ultimately the problem may be the failure to turn off the fans and the constant "OFF" switching?

I recently found out that certain malware and viruses may cause such behaviour.
I do have a virus called One_Half.3591. I cannot remove it since I got it, although it is dormant. There's no data about it being connected to my problem.

These are all possible clues which i've thought of.
Wow, One Half, that's an old one, but you will want to get rid of it before it activates. Once 1/2 of your files have been accessed, this little bugger will encrypt 1/2 of your drive with a random key leaving them unaccessable. Could be part of your problem now. Look for One_Half.3591.exe and One_Half.3591.img and delete them. After you get rid of those files, look into doing a BIOS update, it may take care of the issues with your hardware.
I can't find One_Half, with or without the numbers.
BitDefender which Is my current anti-virus is unable to move/delete it either, although it has kept it dormant for nearly a year.
And I don't know how to update my BIOS.
Do I have to download "chipset" drivers?
From the intel site the only things for my 945GZ are available some kind of graphics drivers and media accelerator doohickeys.
