Are you sure. This is the official Microsoft page saying:
Microsoft Picture Manager is installed with all Office Suites and can be used on individual images.
Start Picture Manager from the Start menu
Use the following instructions to start Picture Manager.
From the Start menu, select All Programs.
Click to open the Microsoft Office folder.
Click to open the Microsoft Office Tools folder.
Click Microsoft Office Picture Manager.

M$ appears to be bound and determined to commit suicide. First, Win 7 having a picture viewer that is pretty much useless, especially when compared to the one in XP, then Win 8 dropping Media Center and adding a crippling UI, now Office 2013 dropping the only useful picture viewer M$ has. I'm glad I got Office 2010 when I did; it will be around a bit longer than Win 7. If M$ doesn't wake up before 2020, I don't know what I'll do. Go MAC (shudder)?

If you have a previous version of office do a custom install and ONLY install the picture manager. Or use a free picture viewing/editing software such as irfanview.
