media to tv scrolls

I HAVE A P4 DELL 512 RAM 1.8GH PROCESSOR
I INSTALLED A RAEION 9200 VGA/S-VIDEO/DVI 128MB VIDEO CARD SO I COULD PUT COMP SCREEN CLONED TO TV WITH S-VIDEO
THE SCREEN KEEPS SCROLLING BUT THE MONITOR IS FINE------CAN SOMEONE TELL ME WHAT I'M DOING WRONG?

The limitations are s-video. s-video is not the best way.

What is the TV you are sending to? CRT / LCD?

Have you tried VGA and or HDMI?

it is a hitachi ultravision projection tv about 10 years old but with great picture
it has vid 1,2,3 with 3 s video inputs

i have a college kid that had a laptop with s-video out and hooked it up and it worked fine
so i'm sure the s-video cable and tv port are fine

Have you tried adjusting it to different resolution settings to see if it does better. It may also be in the screen refresh rate setting.

i have used all the hz settings 60,70.72,75 on the comp and up and down through the diff res settings ,someone rec 800 x 600 for tv.
by the way ati catallyst cd came w/the card but still having no luck
