Update: Found something about the Userinit registry key getting messed up. Checked it, and it is as it should be, so that is not the problem.
Update 2: Tried the Win7 repair disk. Still can't stop the loop. Also, as stated below, cannot access Safe Mode.
Update 3: Read that replacing userinit.exe with the same file from a working computer would work. Tried it, also does not work.
Since this problem may be the result of malware,having changed a registry key
i would boot with this http://support.kaspersky.com/viruses/rescuedisk
if you can download and burn it to disc,on a healty pc.
İt may clean up the system enough for you to be able to boot.
