Left click on a drag will lock

I have updated drivers and tried three different mice . If I left click and drag on a window any window left click will lock until I click again. It's a pain in
the butt. It makes Photoshop a real mess to work with.

Check Control Panel -> Mouse

Thanks, I had to delete MS mouse driver first to get the same veiw you showed me.
