i have an iphone 4 from verison running 5.1.1 and i jail broke it using redsn0w 0.9.14b2 which from the research i did is untethered but the whole getting siri on the phone worked at first then didnt and now kind of is just trying to figure out how to make it work completely.

You want to get Siri on an iPhone 4?
What method did you follow? There are a lot of ways (i4siri, Spire+SiriProxy, etc), none of which IMHO is worth it. Anyway, you can try it for fun but at your own risk.
