internet reloads when i scroll

when scrolling in IE or Firefox the page reloads and sometimes goes back a page when i get to the top. (like I scroll up and keep going because I'm scrolling fast). have any of you had this happen or know how to fix it?

Well I did some digging and saw that the tablet PC features were enabled on my desktop for some reason so I got rid of them and rebooted and its fixed ....

Wonder why? Just having tablet PC features enabled shouldn't do that (they are enabled by default when you install Vista)
