insufficient permissions

somehow today i managed to screw up my desktop pc. whenever i try to download something or open something it comes up with "insufficient permissions" how do i fix? i am running as admin there shouldnt be anything i have "insufficient permissions" for...

Go to your Internet Explorer and click on Internet Options ---> Tools --->Advanced
and click on Reset.
