How to set up VPN connection

I have one computer with Windows 7, in one building; and the other has Windows XP and is located in a building about 100 ft. away. The user would like to be able to access the Windows 7 computer from the Windows XP. There is an internet connection in both buildings. Everything I read up until the other day said VPN is secure, I read something saying it is not. What about remote desktop, how secure do you believe that to be. This is for a business with personal information, in total there are only 3 computers and a very small budget.

Would you suggest VPN or is there something else I could use to connect these two computers?

What about Ultra VNC? It is free, including commercial usage.

I am not an expert on this, but I remember using this on a local area network two years ago and worked OK. According to the webpage, you can add encryption if you want. Maybe other users in this forum can give you better advise about Ultra VNC.
