If you have restore points, Shadow Explorer can get it back. Just navigate to the partition and to the file - then right click on the file and 'Export".

Works in Vista and Windows7/8
There is Recuva from our friends at Piriform who brought us CCleaner. You will want the portable version prepared on a different computer so you do not accidentally overwrite the lost file.
DO ALL ABOVE FIRST.
If no-go, try this Free Program. (Portable version)

Reduce the risk of the deleted file being overwritten by minimizing disk activities on the drive that has the deleted file. Better, is to shut down the pc and find recovery software that boots on cd/dvd/usb disk like Active Boot Disk (10-day trial) and recover from there.
Btw, have you check the recycle bin? :-)
