Find the file and RENAME it in Explorer is probably the easiest way. Renaming it because IF it is required, you can rename it back. Googling the program name seems to only find Japanese pages on it? The few English ones say it is safe, but not anything else?

There is always the possibility that whatever is using it will discover it isn't loaded and recreate it though. If that happen, other measures might be needed, but it looks like it might be part of a game?

Start by doing what ispalten has suggested. Find the file and rename it.

You can use this easy way to disable a .exe running file.Simulate these steps to stop .exe file>>
1)Go to start menu and search for run
2)click on run and type here msconfig.
3)Now,when a window is opened, click on start up,right far side of the window
4)Here you can disable all the running files and programs.
