How to block a port

Hi all

I have a problem with port 3306, that is use for mysql server service.
This port is always used by other local application, and the mysql server is down
How can i block this port, so any other local application cannot use this port any more ?
This port is only use for mysql server.

I think you need to change some thing called as "bind address" in MySQL configuration file.
Set the port=3306 so that MySQL Server will listen on it.
Or else try changing the servers firewall.
