How to Assign a Static IP Address in Windows 7?

hello, I'm trying to assign a static ip adress for my pc, I have followed the instructions here but it's not working for me. When I check DHCP clients list in my router, I find a different ip assigned. My aim is to open a port for utorrent so that I can be connectable. My router is TL-WR340G , can anybody help me please?

@Lighthouse: I can use it, but I can't seed on private trackers.

Private trackers would indicate illegal content. In which case, no one here will help you.

You really shouldn't assume stuff and then deny help. Even if the content eventually turns out to be illegally downloaded (by the rules were you live), the question here has nothing to do with that.
