How to add users to adminisrator groups

From a user with Administrator priveleges Start-> Control Panel -> Users -> Change user. Select User. Change to Administrator.

or right click My computer ---> Manage ----> Local users and groups
Click on groups and select the administrators group and right click add the user that you want.
you may not find this option if you are using xp or 7 home edition
