How Do You Securely Delete a File?

I figure we need to add a program that overwrites a file before deleting. What programs do you recommend?

not sure EXACTLY what you mean but your post reminded of one of Revo's tools. Under "tools" > "Unrecoverable Delete". Might be what youre looking for ....

CCleaner, tools tab, has a drive wiper. Delete the files then wipe the drive's free space to make sure any temporary parts left from processing are also wiped. For example Word documents have a temporary copy open for recovery. When the file is closed it goes away, but it remains recoverable by forensics on the drives free space. So simply wiping the file would not destroy this information.
