Spinning? You mean THIS is spinning with your cursor ALL THE TIME?

If the cursor Hatryst posted is what you see, you either have a progam that has a problem and keeps running or you have replaced the default arrow by the busy cursor.
If the last go to control panel>mouse>pointers and set a different cursor there or click set back to default.

I wonder why did it get fixed in the first place? Try the same procedure (just for trying !)

Pokie, are you using a Custom theme?
Apply the default Windows 7 theme and see if that stops the spinning cursor.

No it is actually spinning in IE and not in Chrome.

It spins as long as the IE is busy. Try the IE (no add-ons) which you find in All Programs > Accessories > System Tools. If it does not spin there, it is one of your add-ons that triggers it. The security stuff would be the first suspect.
