For instance, I can shorten a url that redirects to www.howtogeek.com

Later, I plan to change the redirection to www.google.com, while keeping the shortened URL the same...

Is it possible?

I'll be using this for my business card. Will create a QR code, that will redirect to a specific page, but what happens if I decide to chnage the redirection in the future? Get new cards printed? Maybe changing the redirection URL would be a shorter way...

One way is to have a special page for your URL on your business card that redirects to whatever page you like. Then just change the redirect in that page to where ever you like.
