Help, recently I've been recieving a restriction notice when trying to add/remove programs or change my settings. The notice says I'm restricted from doing that and that I must contact my system administrator. Well this is my home laptop and I am the only user. I have windows xp. I think I may have caught a virus, and though I know adding a virus protection program AFTER the virus attacks is pointless I signed up for norton anti-virus to try to protect from other viruses and I can't even install it because of the above mentioned problem. Has anyone encountered this bug and do you know what I can do to get rid of it?

This is not a virus. It is because of some corruption in your registry. Download the registry patch from the site given below. You need to save it to the desktop and install it from there.
