I followed your suggestions of entering 'USER NET ADMINISTRATOR /active:yes' at the command prompt but I then received a response which said that my entry was an Invalid Format and showed me a format which required passwords etc which I do not have. I running Windows 7 on a Dell Studio Hybrid which originally had Vista Ultimate installed until I bought and installed Windows 7 Home Premium. I'm trying to get the Vista Sidebar running but cannot over-write the sidebar files.

I suspect you didn't run the command prompt as Administrator. Check the web page again and follow the instructions to run the command prompt as administrator.

If you did, then it is possible your install of W7 didn't work if you did an UPGRADE, not a clean install. I'm not sure if MS 'allows' an upgrade from an Ultimate version to Home Prem.?
