having trouble with oceanis background

I have installed Oceanis per instructons.. Now I have marked it as run per admin. and in the start up menu. ( In windows 7 starter)
The background comes up like it should for a split second and then goes straight back to blue screen with icons.. do not recall if icons where covered to begin with. I have a ah ha moment and then a crap moment.. and back to the drawing board.. plz help, Cy

uninstall the program and reinstall it. see if that helps.

also recheck your setting's and save changes.
