hard drive problem

I made my second partition 14 gb but why can't I make it bigger than 14 right when I am making the drive. What should I do?

What size was the drive originally and what software did you use to partition it with?

The drive was 110 GB and I used the shrink feature in windows vista.

How are the drives laid out?
If it's like this:
Partition 1 - 196 GB
Partition 2 - 14 GB
Then you need to shrink partition 1 first before expanding the other one.
