@Guilty, I see nothing else that can do it.
@whs, I went to the earliest one, still a problem
@Hermitt, I do not know what it is, i am just pretty sure it is.

Needhelpbro, it'll be very helpful if you can post an image showing your task manager with 'Processes' tab active.

Also, an image of your startup programs. (On your keyboard press Windows+R to get the Run window then type msconfig and press enter. Select the 'startup' tab.

Do you have any clue when you got "infected".

Needhelpbro ,

Being pretty sure it's a Virus but not knowing what it is called and having already run scans and still negative, how can you say it's a "Guaranteed Virus" ?

There is nothing so far to suggest it is.

This should be the startup and services.

This should be the processes(Some may have overlapped)

War lock, I will try it.

Needhelpbro ,

You said you have Vipre Antivirus but your process/service list shows MSE if you have both remove one, otherwise they will conflict.

I removed tracking cookies and it seems to be working better, I will call it case closed unless I have problems again.

New problem, VIPRE would not work and had to reinstall MSE and now MSE does not update, Microsoft Fix-It does not run, Windows update does not work, somehow when the computer alone runs it seems like it takes the internet(not sure how to phrase that), and constant disconnection. Can ANYONE diagnose it?
