Functional Recycle Bin For Start Menu?

Hi all,

Here's a link to a 2009 post for a fully functional recycle bin on the taskbar: How-To Geek taskbar recycle bin.

And here's a link to a 2010 post about getting the recycle bin on the start menu: How-To Geek start menu recycle bin.

As the posts are old, comments are disabled, but I wanted to ask if there's a way to get a 'fully functional' behaviour for the pin-to-start-menu option.

I realise I may not have explained well enough what I mean by 'fully-functional':

Like the taskbar option showing different icons for an empty and not-empty recycle bin, this is what I'm hoping to get going on the start menu version of the recycle bin.
