Excel Function?

I know that if i type in this formula =A1+$B$1 into C1 and drag it down everything in column A will always be added to B1 not B2, B3, B4 etc.

Even though I Know this works by typing in the dollar signs I don't know what function creates the dollar signs.

Does anyone know?
