Is it possible for Windows to write an event when a USB device inserted or removed, whether it's a memory stick or a USB camera?

I am sure that Windows writes event logs to somewhere in Performace And Logs, you could try checking there. It is located under "Control Panel -> Performance And Maintenance -> Administrative Tools"
