Linux has the drop-down consoles like yakuake and tilda.. is there anything similar for windows?

Looks like somebody is working on one... it works somewhat but it's not quite done yet. It uses powershell as the default command processor, which makes a lot more sense on Vista, but you can also open cmd.exe from within it.
It's still got a lot of work ahead, but it looks like it's being very actively developed.
