when i try diagnosing anything i get the following error:
"diagnostic policy service is not running"
so i went to services, and tried to start it, but i got the following error:

"The diagnostic Policy service on local computer started and then stopped. some services stop automatically
if they are not used by other services or programs "

system restore IS NOT an option, because i don't have any restore points far enough back before the problem occurred.
