I am the only one who uses my laptop, I've got Windows 7 Ultimate. and I am the administrator on this laptop

Unfortunately my OS was attacked by several trojans + 1 rookit, I was able to remove the malware with Super Anti-Spyware + Security Essentials

I am unsure of what the malware disabled, but I cannot change my desktop background

Have a look @ this screenshot

TheEmperorofChaos,
---
Open Group Policy and Check Personalization Policy.

"C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Administrative Tools\Security Configuration Management.lnk"
---
In fact check ALL policy items.
---
Might consider a Factory Restore as the Virus was pretty bad from what you posted and you will probably continue to have problems crop up.

Can you specify the full path to find the Personalization policy?

I ran group policy as you said, and I have no intention of doing a factory restore since I have no restore disk

I'm aware that I can do system restore, but I have no intention of doing so

TheEmperorofChaos,
---
Well I would NEVER Clean Install or Restore either !!
---
I use what The Geek calls a stupid trick to get there but here is the Howto.
---
Make this on the desktop.

---
Click on new Icon.
---
Choose Group Policy Edit.
---
Post back if you have problems.

the default location of your wallpaper is C:\Windows\Web\Wallpaper. You might want to read this for some suggestions.

edit: here is the location for your wallpaper. Maybe this will help.
HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\General\Wallpaper registry key.
