Deleting files in WINDOWS VISTA TEMP FOLDER

I am not a computer person by any stretch of the imagination. I am wondering if I can delete files in WINDOWS TEMP folder without losing anything necessary for my computer to work properly. I do the Disc Cleanup, but it doesn't affect any of these files in Windows Temp.
