I returned home after a storm and found the circuit my PC was plugged into had a tripped breaker. The power strip breaker had not tripped. When I reset the breaker, the pc came on but would not boot and would not powerdown without unplugging it. I tested the power supply by shorting the blue and black wires on the 20 plug. All good. Please help the Dummy.

Sorry to reading that, coz many things happen with power Failure, Your Problem sounds like you have a Mainboard Problem, if there is no display.

I would start by taking the side off of the pc and then power it up and watch to see if the fans switch on and the hard disks start up (you will need to listen for them). You may also want to check if your monitor is ok as well.
