DDR2 Memory: lower numbers are faster or perform better?

I need to find the best DDR2-800 -as in speed and/or performance- PC-6400 240 pins unbuffered Dual Channel 2x2GB memory Dimms

I read the memory FAQ area. I am still unclear.
Is CL 5 5 5 18 better (as in speed and/or performance) than CL 6 6 6 ?

Is lowest number bette/faster than higher numbers given the number of cycles to wait for the next operation?

Standard 5,5,5,18 - 1.8 Volt is what you you need.
