I just pruchased a new PC with vista preinstalled, if I removed a hard drive from another one of my PC's with server2003 installed and install it on the new pc w/vista will i have the dual boot menu option appear and what other issues will I encounter like driver issues and video problems ro would it be a better option to do a clean install of the server2003 software

A better option would be to put Sever 2003 into a VM as opposed to dual booting. Install Virtualbox and go from there. It's real easy and you can have them running at the same time.

That will not work. You cannot install Windows XP or Windows Server 2003 on one computer and transfer it to another computer. In part because the OS has a set of drivers installed for the old computer that will not work on the new computer.
If you want to test things on Windows Server 2003 then the option JonMCC33 listed would be best.
If you have different reason for running it then list what the is and I can tell you if a Virtual Machine would be suitable for that.
