I won't be implementing a personal Control Panel of my own, but these instructions have one very important step that is worth noting. You can drag-and-drop a *folder* to the Start Orb, wait for the menu to open, then place it pinned on the left pane. This allows you to add a shortcut to a folder for easy access from the Start Menu. I assume that this is a shortcut because I don't actually know how it does this.

This is the only way that I know to easily create a folder "shortcut" in the Start menu that is not one of the predetermined folders that lives in the right pane. We had someone asking about adding a folder to the right pane and I don't believe there was a good answer. Making a folder shortcut in the left pane instead seems like the best answer to me.
