create new .html

I've recently managed to make it so that i can right click on my desktop and go to new and then make a new .html file. I was wondering if there was a value or something that i could add to the ShellNew key in the HKEY_CLASSES_ROOT/.html so that when i create a new file it is a basic .html file and not just empty like a new .txt (so it would have the whole <html><head></head><body></body></html> deal in it).

Uhh, nope. No editor I know (apart from WYSIWYG [What You See Is What You Get] Editors) do this.

Yes there is a value you can add.
You just a create a value under the ShellNew key named "FileName" and set it to something like "Template.html", create a file with that name and put the file in one of the following places:
%Userprofile%\Templates
%Allusersprofile%\Templates
%Systemroot%\ShellNew
