Conversion from PAL to NTSC or vice versa

Is there a cheap (as for free) way to convert PAL movies to NTSC. I got a frient in Germany who has send me some PAL DVD's, but I can not watch them on my TV. I tried to copy them into NTSC, but for some reason it would not work.

Is there a free program out there that can do that? If not, perhaps a comercial one? Just checking :o)

I'm not positive it will do it. I would check for you but I haven't downloaded it yet since my last reformat. But, it's a very versatile converter.
