computer very slow, "not responding" on everything

I have a vista OS which is very slow. All programs and internet give "not responding" error, have to wait some time for anything to open. Dell diagnostics and clean reinstall have not helped. My OS runs perfectly from external HD though. Anybody?

Did you Clean Install with the external HDD UNPLUGGED as required ??
