Computer turn on and off and then on

I am having issues wit my computer. Right now when I go to turn the computer on it turns on for about 5 seconds then turns back off. After about 10 more seconds it turns on completely and loads windows. I had the same issue when I built it but I found that I forgot to plug in the power supply completely to the motherboard. I double checked (rebuilt) the computer and still having the same issue. Any ideas.

i7 2600k
Radeon HD 6900
Sabertooth P67 MOBO
Corsair H70 watercooler
Corsair AX850 Gold series

joshsiekawitch hi,
does it repeat exactly everytime? Like 10seconds everytime or is it a different amount of time each time you startup, like 10sec, 20sec, 13sec, etc?
If it is the same time read your mobo manual to make sure there is no startup time delay option setting in your BIOS?

i've had this problem with gskill memory. replaced it with gskill ripjaw, still had the problem. replaced that with corsair vengeance, it never happened again.
