Depends on the OS, is it Windows 8?, some older programs may not be compatible with Windows 8, you could try running them in Compatibility mode.

How old are the programs? Right click on the icon, properties, compatibility tab. choose the mode you want it to run in. 16-bit programs probably won't work. You may have good luck downloading and installing XP mode.

It's windows 7 professional. The old programs are old. Like Photoshop 7.0, etc. I have them on CDs

That should run fine.

What exactly is happening, does it not install or will it install but not open ?

You may just need to install them and they will work just fine. Have you tried, had any problems?

Have you tried right clicking and selecting Run as Admin ?

Edit : Right click the program you want to run.

Found this about Photoshop 7 and earlier versions, maybe this could be your problem

"I don't think Photoshop 7 and earlier versions will even install on Windows 7 64 bit because they have 16 bit installers, which will not even run on a 64 bit OS"
