(2 posts)I assume you mean the top part above the search bar and previously used programs?
If so, at least on my Win7 upgrade from Vista 64 bit it was empty. However, you can populate it as you wish. From Context menu (Right Mouse Button on an icon) of an icon on the start menu, all programs list, or desktop, select PIN TO START MENU, and the top part will have that program.
