I get an error message whenever I close Microsoft Visio, when looking for a solution Vista suggests to disbale the Bluetooth add-in by going to: Tools - Trust Center - Add-Ins - and then disable the "send to Bluetooth" add-in.

It will not let me uncheck the add-in and I get the following messeage. please follw link.

That appears to be an error message related to not being able to write to the local machine registry key.
You can try right clicking on the Visio shortcut, clicking run as administrator and disabling the addon.
If that works then you can close Visio and open it normally.
It doesn't need Admin privileges to read the registry key and find out the addon has been disabled.

Ok. I forgot that the Microsoft Office start menu shortcuts are special somehow and don't give that option among others.
You need to find visio.exe and right click on it to get that option.
The location will probably be C:\Program Files\Microsoft Office\OfficeXX where XX is the version number. 10 for Office XP, 11 for Office 2003, 12 for Office 2007.
