My question in more detail is, Can I plug in my cell phone to my computer and then use my computer microphone and speakers to call someone from my phone?
Is this possible? If so, will someone provide a link to a program?

I have a basic phone NOT a smart phone.
I plug my phone into my computer to charge it.

You haven't mentioned the make of your phone so it's difficult to give a definitive answer but, for example, older Nokias can use the Nokia PCsuite that has functions that let you connect to the internet using your phone, texting on PC etc., so other makes may have similar software.
Having worked in the industry for some time I have never encountered software that can do this, even on smartphones.
The problem would be the interface cable (or Bluetooth) to enable this. The software would have to be on the phone as well as the PC.
Even Blackberry tethering can't perform this as yet.
Interesting question though.
