The little indicators worked because of small application called "On Screen Display" or OSD and its file name is osd.exe. This is primarily used with Wireless keyboards.
If you have upgraded to Windows 7 using a retail version disc that you might have brought from store then it is not possible to get it.
Try the download from here. You need to extract the .exe file to the desktop and then install it.
This file is for Vista, however give it a try. If it works please post back.
Normally this would come from your keyboard supplier, I have a Logitech and they have an on-screen caps lock overlay, and it worked fine when I upgraded from Vista to W7. Have you checked with the keyboard manufacturer?
Anyway, HERE is a link to one that is for W7. Give it a try.
