can`t restart using windows 7

after i installing windows 7 i found out that i couldn't restart my PC, but i can turn off and turn on my PC very well. Is just giving me problems when i restart only. Please guy help me if you can, because this is stressing me out

How are you trying to restart, with the START menu Shutdown pulldown set to RESTART? If so, what appears on the screen? Is it 'black' saying it is waiting for a program to close? What happens when you tell it to close programs?

How are you turning it off? Same way but using SHUTDOWN? Do you see the same screen?

Have you tried doing a restart from the command line? Enter "C:\Windows\System32\shutdown.exe /r /t 0" in a command line prompt and report back what happens?
